BACKGROUND Strategies Against Flu Emergence (SAFE) is a three year program funded by the United States Agency for International Development (USAID) implemented under the leadership of Development Alternatives, Inc. (DAI). SAFE works with government, private sector, NGOs, community groups and other stakeholders to strengthen the capacity of the Government if Indonesia and its people to respond to AI and other emerging pandemic threats.
